David L. Waring received a Bachelor of Science degree in Electrical Engineering from Drexel University in 1977 and a Master of Science degree in Electrical Engineering from Georgia Tech in 1978. As a Member of Technical Staff at Bell Laboratories Dave worked on the development of loop electronics. Upon moving to Bellcore at its inception in 1984, Dave led technical analysis of loop fiber multiplex equipment and integrated digital loop carrier arrangements. In 1986 he helped begin a Metropolitan Area Network program, leading teams which conducted several field trials and issued the first Bellcore Technical Advisory on Switched Multimegabit Data Service (SMDS).
In 1988 Dave became Director, High Bit Rate Loop Transmission, where he led a team that proposed a new transport system, High bit-rate Digital Subscriber Line (HDSL). Subsequently he worked with colleagues pursuing technical feasibility and requirements for Asymmetrical Digital Subscriber Line (ADSL). He managed a team that issued a Bellcore Technical Advisory on ADSL systems, and became a recognized industry expert in the field.
He was also the project manager for a United States Department of Commerce program on digital video interoperability. Dave currently leads research focused on "last-mile" broadband networks, and is the vice-chair of the Globecom 2006 Access '06 Executive Business Forum.
Mr. Waring was program manager of work for the Defense Threat Reduction Agency (DTRA) to assess the impact of dependence on the civilian infrastructure, program manager of a NIST research grant on critical infrastructure protection (CIP), and for the National Security Agency (NSA).
Dave is a Senior Member of the IEEE.
